My Lord,
In view of the attitude of the Imperial Government towards the question of opium, I have the honour to enquire what steps it is desired should be taken in this territory.
2. The sole right of preparing and selling opium within the Territory has been granted to a Chinese firm under Ordinance 4 of 1905 for a period of three years and the agreement with that Firm does not expire until the 30th of June 1909.
3. The amount paid for the sole right of preparing and selling opium is as follows:-
For the 1st year 1st July 1906 to 30th June 1907 ... £6,000
For the 2nd year 1st July 1907 to 30th June 1908 ... £6,500
For the 3rd year 1st July 1908 to 30th June 1909 ... £7,000
4. When it is remembered that the population of this Territory is estimated at 150,000, the trifling annual amount paid by the Opium Farmer between £600 and £700 - shows to what a small extent opium is consumed by the Chinese here, among whom opium smoking is not so prevalent as in other parts of China.
